Start your pasta. You can make the sauce while the pasta is cooking.
Add garlic, butter, and oil to sauce pan. Slowly roast garlic over low-med to med heat; stirring constantly.
When garlic is close to done, add flour; stirring constantly.
Add milk and cream cheese; stirring constantly.
When cream cheese is almost done melting, add parmesan; stirring constantly.
Add spices; stirring constantly.
Continue stirring constantly until ready to use.
